Crime is EPIDEMIC among children. The system rewards children when they commit crime ... setting them free for virtually any offense. Further it punishes parents and encourages children to turn their parents in for child abuse when the parent disciplines them. Having set child against parent it then blames the parent for not having any control over their children.
